Every recruitment cycle, a few thousand candidates clear the written stage and then lose their category at document verification. Not because they cheated, but because a certificate was issued in the wrong name, or an EBC box was ticked against a BC certificate. BSSC gives no correction window for either.
This page covers the eligibility conditions for the BSSC 2nd Inter Level Combined Competitive Examination exactly as the official notification states them, and flags the four clauses that actually decide seats.
Eligibility at a glance
Educational qualification
You must have passed Intermediate or an equivalent examination from a recognised institution by the last date of the online application. The board must be established by the central or state government.
That wording settles a question a lot of candidates ask. A student whose Class 12 result was still awaited on the closing date was not eligible. Appearing is not passing here, unlike some exams that allow provisional applications.
Posts with a subject condition
Most posts accept any stream at 10+2. Three do not, and this is the detail almost every guide skips.
Technical and desirable qualification
The advertisement table carries a separate technical qualification column against each post, and for the overwhelming majority it reads computer operation and typing knowledge, often specified as Hindi and English typing. For some Labour Resources department posts it goes further and asks for the ability to work on office systems such as MS Office and the internet.
These were required to be held by the last date of application, which means they are checked at verification, not just claimed on the form.
Age limit and relaxation
Age is calculated as on 1 August 2025. The date of birth recorded on your matriculation certificate is what the commission accepts.
Minimum age is 18 for everyone.
Additional relaxations
- Bihar government servants. Five years over the prescribed maximum, but only if they have not used up their five attempts. Serving state government employees get a maximum of five chances at commission examinations in their whole service.
- Ex-servicemen. Three years plus the period spent in defence service, provided actual age on the date of application does not exceed 53 years. SC and ST ex-servicemen get five years beyond that.
- NCC. Full time cadets and instructors enrolled after 1 January 1963 may deduct the days spent in full time NCC service from their actual age, and if the resulting age exceeds the limit by up to three years, they are treated as within the limit.
- Emergency Commissioned and Short Service Commissioned Officers. Five years relaxation, subject to at least five years of continuous military service.
A person claiming any relaxation must produce the original certificate at document verification. A claim on the form with no certificate behind it is simply dropped.
Domicile: the rule that surprises outside candidates
Reservation on the basis of caste and gender goes only to candidates whose permanent residence is in Bihar. The address given in the application is what the commission treats as permanent residence, and a permanent residence certificate is mandatory for claiming reservation.
If you live in Jharkhand, Uttar Pradesh or anywhere outside Bihar, you could apply, but you compete in the unreserved pool regardless of your category at home. The same applies to the 35 percent women's horizontal reservation, which after resolution 12575 dated 9 July 2025 is available only to women who are permanent residents of Bihar.
The four clauses that decide seats
1. A married woman's certificate must be in her father's name
This is underlined in the notification itself. A caste or creamy-layer-exempt certificate for a married woman claiming reservation must be issued in the name and address of her father, not her husband. Produce one issued in the husband's name and the reservation claim fails.
For the EWS income and assets certificate the rule flips. If a married woman lives with her husband, that certificate is issued from her husband's permanent residence (anchal), but she must also produce a residence certificate based on her father's residence to establish that she is a permanent resident of Bihar.
2. The category you ticked is the category you are held to
The notification gives a worked example. If a BC candidate writes EBC in the online form and then produces a BC certificate at verification, they are placed in the unreserved category. Not moved to BC. Unreserved.
The commission also states that no application for correction or change in the online form will be entertained. Check your printout this week against the certificate you physically hold.
3. Certificates must be dated before the last date
All required certificates must be issued on or before the last date of the online application, or the final revised date where it was extended. A certificate issued after the closing date is not valid, however genuine it is.
The EWS income and assets certificate carries its own rule: it is valid for one year from the date of issue.
4. Disability certificates need government hospital confirmation
A benchmark disability certificate issued by a private or advisory body is accepted only provisionally. Before selection it must be confirmed by a government medical college or hospital. A temporary disability certificate that was not renewed after its validity period is not accepted at all.
Reservation categories in this recruitment
- Scheduled Caste, Scheduled Tribe, Backward Class, Extremely Backward Class as per prevailing Bihar rules
- 10 percent for Economically Weaker Sections under notification 2622 dated 26 February 2019
- 35 percent horizontal for women, Bihar permanent residents only
- 4 percent horizontal for persons with benchmark disability, Bihar permanent residents only
- 2 percent horizontal for grandchildren of recognised freedom fighters, with a certificate from the District Magistrate of the home district

One note on the freedom fighter quota. The notification specifically says a successor identity card of a freedom fighter is not acceptable. The prescribed form under letter 11687 dated 30 August 2016 is what counts.
A weightage clause worth knowing
Contract employees who have rendered satisfactory service receive weightage of up to 5 marks per year, capped at 25 marks, calculated proportionally for part years. It applies only to the Lower Division Clerk post, and only if the contract work was on that post.
The notification gives an example of who does not get it: someone who worked as a Panchayat Rozgar Sevak on contract gets no weightage for any of these posts. The benefit applies across both the prelims and mains stages.

Originals only at verification, and they must match what was uploaded online. A certificate with a different issue number from the one declared in the form is not accepted.

Final word
Eligibility for this exam is not hard to meet. Intermediate pass, 18 to 37 for a general male candidate, and basic computer knowledge covers almost everyone reading this.
What is hard is proving it cleanly eleven months after you filled the form. Take an hour this week, print your application, and lay it beside your actual certificates. Check the date of birth against your matric certificate, the category box against your caste certificate, and the name on a married woman's certificate. That hour is worth more than another day of revision.
