The Bihar Staff Selection Commission advertised 23,175 posts under Advertisement 02/23(A). By the time the application window shut on 16 February 2026, that figure had climbed to 26,426. It is the largest 10+2 level recruitment Bihar has run in years, and roughly one in every three posts is a clerk's job in the Panchayati Raj department alone.
And yet, as of September 2026, nobody has sat the paper. The prelims date has not been announced. You need the honest version of this, because most websites are not giving it to you.
BSSC published an exam calendar on 22 February 2026 that placed the prelims in June to July 2026 and the Mains around September 2026. That window has passed. No prelims has been held, and no fresh date has appeared on the commission's notice board.
Search for "BSSC Inter Level exam date" right now and you will find half a dozen pages with "OUT" in the headline. Open them and the body text says "expected" or "tentative". That is a headline written for clicks, not a date notice.
There is one more thing worth knowing, and it comes straight off the BSSC notice board. On 29 July 2026 the commission floated a request for proposal to select an agency for conducting end-to-end computer based tests. On 27 August 2026 it extended the date for that same tender. Separate notices cover agencies for post-examination and result processing, and for IRIS capturing and facial recognition.

Why the vacancy number kept changing
This trips up a lot of candidates, because old pages with old numbers are still sitting in Google's index.
The count moved in five steps: 12,199, then 23,175, then 24,492, then 25,311, and finally 26,426. The reason is written into the advertisement itself. Departments kept sending revised requisitions to the General Administration Department while the application window was open, and the commission absorbed them into the same advertisement. The notification also says outright that the vacancies are provisional and can go up or down.
So if you land on a page quoting 23,175 or 25,311, it is not lying, it is just old. Use 26,426.

Which posts you are competing for
Most candidates think this is a clerk recruitment. It largely is, but not entirely. The official table runs to 94 rows across 65 departments, and those rows carry nine different post titles.
Two things stand out. Panchayat Secretary sits at Level 3 and Filaria Inspector at Level 4, both above the ordinary clerk grade, so post preference genuinely changes your starting pay. And a handful of posts carry a subject condition at 10+2, which most guides skip entirely.

Who was eligible
Applications are closed, so this section matters for two groups: people who already applied and want to confirm they qualify at document verification, and people planning for the next cycle.
- Qualification: Intermediate (10+2) or equivalent from a recognised board, passed by the last date of application.
- Minimum age: 18 years, calculated as on 1 August 2025.
- Maximum age: 37 for unreserved men, 40 for unreserved women, 40 for BC and EBC of both genders, 42 for SC and ST of both genders, plus 10 years for candidates with benchmark disability.
- Technical requirement: nearly every post lists computer operation and typing knowledge as a required qualification in the advertisement table.
One rule catches thousands of candidates every cycle. A married woman's caste or creamy-layer-exempt certificate must be issued in her father's name and address, not her husband's. Produce the wrong one at verification and you get moved to the unreserved category. Reservation also applies only to permanent residents of Bihar, so candidates from outside the state compete as general.

The four stages of selection
- Preliminary examination. Objective, one paper, screening only. Marks do not carry into the final merit. Candidates equal to five times the category-wise vacancies go through to the Mains.
- Main examination. A separate advertisement will be published for this stage.
- Typing and computer test. Candidates who clear the Mains have to appear for it. BSSC has said the detailed instructions will come after the written exam.
- Document verification. Originals only, and they must match what you uploaded in the online form.

The prelims paper, and the rule that makes this exam different
One paper called General Knowledge, with three sections: General Studies, General Science and Mathematics, and Mental Ability. 150 questions, 600 marks, 2 hours 15 minutes. Four marks for a correct answer and one mark off for a wrong one.
That marking is worth pausing on. If you are coming from SSC or an IBPS exam, you are used to 2 marks and a 0.5 penalty. Here a single wrong answer costs you a quarter of a correct one, and 150 questions at 4 marks each means one lucky guess is worth more than it feels. The arithmetic of guessing changes completely.
Now the part that genuinely sets this exam apart. The prelims is an open book exam. You are allowed to carry three textbooks into the hall, one for each section. Only NCERT, BSEB, ICSE and other board textbooks count. Guides, photocopies, handwritten notes and electronic devices are not allowed, every book must carry your name and roll number, and exchanging books during the exam is forbidden.
Most candidates hear "open book" and relax. That is the wrong reading. With 150 questions in 135 minutes you have about 54 seconds per question, which is not enough time to look anything up unless you already know exactly which page it is on. Two more pattern details the commission has stated and almost nobody reports. If more than 40,000 applications come in, the prelims can be held in more than one shift with a normalisation process applied to the results. And where the Hindi and English versions of a question differ, the English version is treated as correct.

Qualifying marks are not the cut off
These two get mixed up constantly. Qualifying marks are the floor you must cross to be considered at all. The cut off is where the merit list actually closes, and with 26,426 posts drawing lakhs of applicants it will sit far above the floor.
Note the EBC row at 34 percent and the blanket 32 percent for women of every category. Both are in the official notification and both are missing from most aggregator tables.
What to study
The syllabus is short, and reading the commission's own wording helps more than reading a coaching handout.
- General Studies covers current affairs, awards, Indian languages, script, capitals, currency and sports, plus history, culture, geography, the Constitution, Panchayati Raj and, in the notification's own words, Bihar's contribution to the national movement. Bihar weightage is official here, not a guess.
- General Science and Mathematics is explicitly at matric level. Physics, chemistry, biology and, unusually, geography sit in this section. The maths list stops at number system, decimals and fractions, percentage, ratio and proportion, average, interest, and profit and loss. No algebra, no geometry, no trigonometry.
- Mental Ability includes both verbal and non-verbal: analogy, similarities and differences, space visualisation, problem solving, analysis, visual memory, discrimination, observation, relationship concepts, arithmetical reasoning, number series, coding and decoding.

What you will earn
Pay depends on the level attached to your post. Level 2 starts at Rs 19,900, Level 3 at Rs 21,700 and Level 4 at Rs 25,500 under the Bihar 7th Pay Commission matrix. Dearness allowance for Bihar government employees was raised from 58 percent to 60 percent with effect from 1 January 2026, which changes the in-hand figure meaningfully.

What to do while the date is pending
Waiting is the hardest part of this exam, and a lot of candidates have now been waiting since February. Three things are worth doing in this window.
Pick your three books and stop changing them. The open book rule only helps if you know your own books well enough to open the right page in seconds, and that familiarity takes months, not days.
Get your documents in order now rather than in the week the admit card drops. The caste or EWS certificate, permanent residence certificate, matric certificate and, where relevant, the disability certificate from a government medical college all take time at the block office.

Final word
The uncomfortable truth about BSSC Inter Level 2026 is that the waiting has already cost candidates more than the exam will. Applications closed in February. Seven months later there is no date, and the commission is still contracting the agency that will conduct the test.
That is not a reason to drift. It is a reason to treat this window as preparation time rather than dead time, because when the date does land, admit cards have historically followed within one to two weeks and there will be no room left to start from scratch.
