Current dearness allowance

The Bihar cabinet raised DA for state government employees and pensioners under the 7th Pay Commission from 58 percent to 60 percent, effective 1 January 2026. Employees on the 6th Pay Commission scale moved from 257 to 262 percent and those on the 5th from 474 to 483 percent, but for a fresh BSSC recruit the figure that matters is 60 percent.

DA is calculated on basic pay, and it is revised twice a year. Any in-hand figure you read is only as current as the DA rate behind it.

Basic plus DA, the part that is fixed

This is the portion nobody can dispute, because it depends only on your pay level and the notified DA rate.

Look at the gap between the first and third row. Rs 8,960 a month at entry, before any allowance is added, purely because of the pay level attached to the post. Over a year that is a little under Rs 1.08 lakh, and it widens with every DA revision and every annual increment because both are calculated on basic pay.

This is the practical argument for taking the Level 3 and Level 4 posts seriously when you fill your preference form. Post preference is worth more here than most candidates assume.

The variable part: HRA and other allowances

On top of basic and DA you receive house rent allowance and, depending on the post and department, other allowances such as a medical allowance.

Being straight with you: HRA in Bihar depends on the city class of your posting, and the rate is fixed by the state government rather than by this notification. A posting in Patna and a posting in a block headquarters do not attract the same HRA. Since BSSC has not published a salary structure for these posts, any article giving you one exact in-hand figure for all postings is filling in a number it does not have.

What you can do is calculate the fixed part from the table above and treat HRA as an addition on top, once you know your posting city.

Deductions

Your in-hand is basic plus DA plus allowances, minus deductions. For a new state government recruit these usually include:

  • Contribution to the National Pension System, generally 10 percent of basic plus DA
  • Professional tax as applicable in Bihar
  • Income tax once your total crosses the exemption threshold
  • Any departmental or welfare fund deduction

A rough way to hold it in your head: the NPS contribution takes about a tenth of the basic plus DA figure back out. On Level 2 that is roughly Rs 3,180 a month.

A realistic monthly picture

Combining the fixed and variable parts, a Level 2 Lower Division Clerk starts with Rs 31,840 as basic plus DA, adds HRA according to posting city and any applicable allowances, then loses roughly ten percent of the basic plus DA figure to NPS along with smaller statutory deductions.

A Panchayat Secretary at Level 3 starts the same calculation from Rs 34,720, and a Filaria Inspector at Level 4 from Rs 40,800. The structure is identical, only the base changes, which is exactly why the base is the thing to optimise.

How the salary grows

Three things move your pay after joining.

Annual increment. Under the 7th Pay Commission matrix you move one cell up your pay level each year, which is an increase of roughly 3 percent on basic. Because DA is a percentage of basic, every increment also raises your DA in rupee terms.

DA revision. Twice a year. The jump from 58 to 60 percent in January 2026 added about Rs 398 a month on a Level 2 basic and about Rs 510 on Level 4. Small individually, compounding over a career.

Promotion. Movement through the clerical cadre happens by departmental seniority and, for some posts, departmental examination. The advertisement does not lay out a promotion ladder, and any fixed timeline quoted elsewhere is not from this document.

Probation and joining

New recruits in Bihar state service ordinarily serve a probation period before confirmation. The BSSC advertisement does not specify probation terms for these posts, since those are set by the recruiting department's own service rules rather than by the recruitment notice.
