BPSC TRE 4.0 Guest Teacher Weightage: 5 Marks a Year, Up to 25
Guest teachers (atithi shikshak) in Bihar carry an advantage in TRE 4.0 that no amount of revision can match: 5 marks for every year of service, capped at 25 marks. On a 150-mark paper, 25 marks is close to a sixth of the exam.
But the rule has three conditions attached, and each one has sent claims back in past cycles. This page sets out who qualifies, when the marks are added, what paperwork is mandatory, and the court case the whole provision depends on.
The rule, exactly as it stands
- Applies to guest teachers engaged under Education Department memo 51 dated 25.01.2018.
- The candidate must hold the qualification prescribed for a higher secondary teacher post under the Bihar Rajya Vidyalaya Adhyapak Niyamavali 2023.
- 5 marks per year of service, with a maximum of 25 marks.
- The weightage is added only after the candidate scores the minimum qualifying marks.
- An experience certificate and appointment letter issued by the District Education Officer are mandatory.
- The whole provision is subject to the outcome of LPA No. 593/2024.
What the weightage is worth
Put that against the qualifying bar and the scale becomes clear. A General candidate needs 60 marks out of 150, an EBC candidate 51. A five-year guest teacher who reaches the bar on merit is then sitting 25 marks above a fresh candidate who scored exactly the same on the paper.
The condition that trips people up
Read this line slowly, because it is where the hope and the rule part company.
Under memos 2374 dated 16.07.2007 and 962 dated 22.01.2021, the experience weightage is added only after the candidate obtains the minimum qualifying marks prescribed for the written exam.
So the weightage does not lower your bar. It raises your rank once you are over it. A guest teacher who scores 45 out of 150 in the General category does not become a 70 and qualify. That candidate is out, and the 25 marks are never applied.
Plan your preparation to clear the bar on your own, and treat the 25 as what decides your position in the merit list afterwards.
Where 25 marks actually lands you
The weightage does not change your paper score, it changes your position on the list. Take four candidates at Class 11-12 who all cleared the General bar of 60.
The third row is the whole argument for the provision: a guest teacher 18 marks behind on the paper finishes ahead on the list. The fourth row is the whole warning: five years of service is worth nothing at all if the paper score sits below the category threshold.
These are illustrative figures, not a prediction of any cut-off. Qualifying marks decide who enters the merit list, while the cut-off is decided by competition, and the advertisement publishes no expected cut-off for TRE 4.0.
Counting your years correctly
The weightage is 5 marks for each year of service, so the count in your experience certificate is the number the whole claim rests on. Two practical cautions.
First, the certificate has to come from the District Education Officer, so whatever period that office certifies is the period that counts, not the period you remember. Ask for it in writing with clear start and end dates.
Second, the cap bites at five years. Beyond 25 marks there is no further benefit, so a guest teacher with eight years of service and one with five stand on the same weightage. What separates them at that point is the paper, and nothing else.
The paperwork, and why it fails
Two documents are mandatory and both must come from the District Education Officer: the experience certificate and the appointment letter.
A few practical points follow from how this recruitment handles documents generally.
- Every certificate, including the experience certificate, must be issued on or before 26 October 2026. An extension of the application deadline does not move this date.
- Only the certificates mentioned in your original application are treated as valid. A document produced later carries no claim.
- The service details go into Step 5, Experience Information, of the online profile: current or past engagement, department, designation, grade pay, basic pay, and the date from which you have been working.
- Hard copies are not sent to the Commission, but originals can be demanded at any stage.
- Certificates found forged or incorrect mean cancellation of appointment and recovery of salary under the Bihar and Orissa Public Demand Recovery Act 1914.
Start the DEO paperwork now rather than in the last week of October. That office is about to receive the same request from every guest teacher in the district.
The court case this rests on
This provision did not arrive on its own. It traces to the order of 29.05.2024 in CWJC No. 2270/2024 (Sandeep Kumar Jha and others versus the State of Bihar), and to LPA No. 593/2024 filed against that order.
In Advt 22/2024 the decision was taken to give 5 marks per year of service up to a maximum of 25 marks. Advt 15/2026 takes the same decision again for TRE 4.0, on the condition that it will be affected by the outcome of LPA 593/2024.
Our honest reading: this is a benefit granted subject to litigation, not a settled entitlement. Prepare as though you will need to qualify and rank without it, and treat the 25 marks as upside rather than as your plan.
Where the weightage sits in the selection chain
Notice the first row. The weightage does nothing about the paper itself, and the paper is where TRE 4.0 has changed most. Five options per question, the correct answer in A to D, and 1/3 deducted for a wrong answer, for marking Option E and for leaving a question blank. TRE 3.0 had no negative marking at all, so a guest teacher relying on old exam habits can lose more marks on the sheet than the weightage gives back.

Other relaxations a serving teacher may hold
The weightage is separate from these, and they do not overlap.
- Teachers appointed and working before 2012 who pass the competency exam are exempt from the TET requirement.
- Teachers working under Panchayati Raj institutions and urban local bodies have the upper age limit relaxed, with a certificate.
- Regular Bihar government servants get 5 years of age relaxation across a maximum of five attempts counted from 12.12.2022, with a competent authority certificate.
- Teachers working before 10.08.2017 may use their 18-month D.El.Ed.
