BPSC TRE 4.0 Women's Reservation: Why It Is 50% at One Level and 35% at Another
Horizontal reservation (kshitij aarakshan) for women in BPSC TRE 4.0 is 50% at Class 1-5 and Class 6-8, but only 35% at Class 9-10 and Class 11-12. The same recruitment, the same advertisement, two different figures.
Assuming 50% everywhere is one of the costliest mistakes a woman candidate can make while setting her preference order, because that order cannot be changed once the fee is paid.
The numbers, level by level
These posts are included within the level totals, not added on top of them. Horizontal reservation works that way: a woman selected against the quota is counted inside her own vertical category.
Look at Class 6-8 against Class 11-12. Class 11-12 has almost twice the total posts, yet the women's quota figures are close, 2,569 against 2,571. That is what the percentage difference does.
Who actually gets this benefit
This is where a lot of candidates are misinformed. Under memo 12575 dated 09.07.2025, the women's horizontal reservation goes only to women who are wholly permanent residents of Bihar.
Within that condition, it is wider than people assume. The benefit covers women of the unreserved category as well as the reserved categories. A general-category woman domiciled in Bihar is inside this quota, not outside it.
A woman from outside Bihar does not get it, whatever her category is in her home state.
The separate 32% qualifying relaxation
Women also have a lower qualifying threshold, and this too is tied to domicile.
Under General Administration Department letter 15937 dated 01.09.2026, the 32% figure applies to women who are permanent residents of Bihar. The same letter is the basis for the 35% horizontal reservation for women and the 4% horizontal reservation for PwBD candidates.
Note the EBC row while you are here. It is 34% in this advertisement, not 36.5%, although several websites still print the two as the same number.
BCL: the separate column for backward class women
The vacancy tables carry a column marked BCL, which is the vertical category for women of backward classes, category code 06.
BCL is a vertical category, like UR or SC. The 50% and 35% women's quotas are horizontal, cutting across all of them. A backward class woman may therefore be counted under BCL and still fall inside the horizontal women's reservation.
Vertical and horizontal: how the two actually stack
Every post in this recruitment first belongs to a vertical category. That is the split you see in the main vacancy table.
Horizontal reservation then cuts across those columns. It does not create new posts; it reserves a share of the posts already sitting in each vertical category for a particular group, in this case women.
The practical effect is that a woman competes inside her own vertical category first. A general-category woman domiciled in Bihar is counted in the UR column, and the women's quota reserves a share of those UR posts for women. She is not moved into a separate list.
This is why the women's quota figure for Class 11-12, 2,571, is a slice of 16,101 rather than an addition to it. The same logic applies to the 4% PwBD quota, the 2% for freedom fighter kin and the transgender quota.
Working out your own field
Take a concrete case. A Bihar-domiciled EBC woman applying for English at Class 6-8 should read three numbers, not one.
The headline 1,929 is not her field. Her category column and the women's quota are, and reading only the total is how candidates end up with a wildly wrong sense of their own odds. Every subject row in the advertisement carries this same breakdown.
One caution on the example above. The 574 figure against Class 6-8 English is the women's quota shown for that subject row in the advertisement, and it sits across all categories, not inside EBC alone. Read it as the scale of the women's field in that subject rather than a number she can add to her 382.
The certificate rule that rejects the most forms
If you are a married woman, read this twice. Your caste certificate, permanent residence certificate and creamy-layer-free certificate must be issued in your father's name and from your father's permanent address, not your husband's.
For EWS there is an extra layer. If a married woman lives with her husband, the income certificate is issued from the husband's permanent residence circle, but she must also submit a residence certificate issued on the basis of her father's permanent address, so that it is clear she is a permanent resident of Bihar. The EWS certificate is valid for one year from the date of issue.
Unreserved-category women who are permanent residents of Bihar need a permanent residence certificate in the father's name and address as well, for verification.
What this should do to your preference order
Preference order in TRE 4.0 is stepwise. Qualify at a higher preference and every lower option is cancelled automatically. So the level you put first should account for the quota difference, not just the post count.
That third row is a genuine judgement call rather than an obvious answer. Class 11-12 has more posts overall and better pay, while Class 6-8 gives you a wider quota on a smaller pool. Your subject, your degree and your own category column should settle it.
