This is your current affairs round-up for 23 October 2026, covering the last 24 hours of news. Every item below was checked against the original release or report, and anything that stayed thin after checking carries a (verify) tag so you know not to quote it in an answer sheet.

Twenty facts, eight sections and four revision tables. The 15 objective questions built from these facts sit in the ExamAtlas daily quiz rather than on this page, so you attempt them instead of reading them. The Bihar and Jharkhand block is kept separate on purpose. BPSC, BSSC, Bihar Police, JSSC, JPSC and BTET/JTET ask state-specific questions that a national digest will never touch, and that gap is where most aspirants lose marks.

National

Three items from the domestic desk, all of them with a clean one-line exam angle.

  • 1. India will host the 12th BRICS Parliamentary Forum on 26 and 27 October 2026 in the Central Hall of Samvidhan Sadan, on the theme "Strengthening Parliaments for People-Centric Development", as announced by Lok Sabha Speaker Om Birla. A secretaries' meeting on 25 October will finalise the Joint Statement. (Exam tag: All exams)
  • 2. Union Home Minister Amit Shah launched 43 Yamuna rejuvenation and Delhi Jal Board projects worth ₹8,941.22 crore at Dwarka, of which 10 were inaugurated (₹2,827.11 crore) and 33 got foundation stones (₹6,114.11 crore). The package includes a 477 MGD Chandrawal water treatment plant and around 1,034 km of sewer lines, and is expected to serve about 1.5 crore residents. (Exam tag: SSC / Railway / All exams)
  • 3. Mormugao Port Authority in Goa became the first government autonomous body and the first major port in India to receive Captive Non-Public Network (CNPN) authorisation for a private 5G network. Mormugao was commissioned in 1888 and declared a Major Port in 1964. (Exam tag: SSC / Railway / All exams)

Two more that are worth a margin note rather than a full point: GRAP Stage-I was invoked across the NCR on 21 October after Delhi's average AQI touched 245 in the "Poor" band, and India will host the 61st International Committee of Legal Metrology (OIML) meeting in New Delhi from 26 to 28 October 2026. Vice-President C. P. Radhakrishnan also opened a Law Commission conference at Vigyan Bhawan on "Co-operative Federalism and Law Reforms", where he noted that over 1,700 obsolete laws have been repealed in 12 years.

International

  • 4. India and Poland issued a Joint Statement during Polish Prime Minister Donald Tusk's visit of 21 to 23 October 2026, agreeing to double bilateral trade by 2030, to open a Defence Industry Dialogue, and to work together on AI, semiconductors and quantum technology. Poland will join the Coalition for Disaster Resilient Infrastructure (CDRI) and backed India's bid for a UN Security Council non-permanent seat for 2028-29. (Exam tag: All exams)
  • 5. India and New Zealand signed a Memorandum of Cooperation on Electronic Origin Data Exchange under the India-New Zealand Free Trade Agreement, which lets origin certificates move digitally between the two customs administrations. (Exam tag: Banking / SSC / All exams)

Also reported, and worth knowing as a headline only: Turkiye, Pakistan, Indonesia and Qatar signed a defence accord, carried by both The Hindu and The Indian Express on 22 October. The text of the accord was not public at the time of writing, so treat the scope and signatories as (verify) until an official release is out.

Economy and Banking

  • 6. The Index of Eight Core Industries grew 7.9% in September 2026, a 12-month high. The eight core industries carry a 40.27% weight in the Index of Industrial Production, which is what makes this number an IIP leading indicator rather than a stand-alone statistic. (Exam tag: Banking / SSC / All exams)
  • 7. The RBI's repo rate stands at 5.50% after the 25 basis point hike at the October 2026 Monetary Policy Committee meeting, and the published MPC discussion flagged widening inflationary pressure, with further action tied to the growth-inflation outlook. (Exam tag: Banking / SSC / All exams)
  • 8. Sovereign Gold Bond 2018-19 Series-II reached final redemption on 23 October 2026 at ₹14,425 per unit, priced on the simple average of IBJA's 999-purity gold closing rates for 19, 21 and 22 October. SGBs run an eight-year tenure with an exit option from the fifth year. (Exam tag: Banking)

Three more for your banking notes. SEBI issued a circular allowing clearing corporations to waive margin on a client's subsequent trades up to the accepted Early Pay-In value, effective 22 February 2027. The Jio Platforms IPO of ₹30,213 crore, price band ₹1,065 to ₹1,119, was subscribed more than four times on day two and closed on 23 October. And India Post posted Q2 FY27 revenue of ₹4,202 crore, up 25% year on year, with parcel revenue up 71%.

On the industry side, Union Minister J. P. Nadda inaugurated India Chem 2026, the 14th edition, in Mumbai from 22 to 24 October, on the theme "Advantage Bharat: An Emerging Global Chemicals Hub", with Japan as partner country and stated targets of USD 300 billion by 2030 and USD 1 trillion by 2040.

Index and Rankings Table

Index / ReportIndia's RankTopper
Global Innovation Index 2026 (WIPO)38thSwitzerland
Global Innovation Index 2026, top Asian economy in top 1038thChina (10th)

Remember the GII 2026 top five in order: Switzerland, Sweden, United States, Republic of Korea, Singapore. India at 38 remains the highest-placed lower-middle-income economy in the top 40 apart from China.

Sports

  • 9. India beat New Zealand by 4 wickets in the first T20I at Hagley Oval, Christchurch on 22 October 2026, chasing 226 with two balls left. It was India's highest successful run chase in T20I cricket. New Zealand made 225/4 on the back of Glenn Phillips' 82 not out off 40; India replied with 230/6 built on Sanju Samson's 67 off 33 and Naman Dhir's 42 not out off 15. (Exam tag: All exams)
  • 10. At the 5th Asian Para Games in Aichi-Nagoya, Japan (18 to 24 October 2026), India's tally reached 88 medals, 21 gold, 26 silver and 41 bronze, placing the contingent fourth in the standings as of 22 October. India sent 168 athletes across 11 sports. (Exam tag: All exams)
  • 11. Sachin Sarjerao Khilari defended his men's shot put F46 title with a Games record, and India swept the podium with Mohd Yasser taking silver and Parveen bronze. On the same day Sheetal Devi won two golds in para archery, beating Nur Syahidah Alim 142-139 in the women's compound individual and partnering Toman Kumar to a 151-148 mixed team win over Indonesia. (Exam tag: All exams)

An honest caveat on this one. A medal tally during a live Games changes by the hour, so the 88-medal figure is correct as of 22 October 2026 and will be higher by the closing ceremony on 24 October. If a question in an upcoming paper asks for India's final count at these Games, use the closing-day number, not this one.

Awards and Honours

Start with the caveat, because it matters more than the items. No new national civilian award was announced in the last 24 hours. Several aggregator sites are padding this section with recycled lists from earlier in the year. Skip those. What follows is what actually ran in the news cycle.

  • 12. President Droupadi Murmu released a ₹200 commemorative coin at Lok Bhavan, Raipur, marking the 200th birth anniversary of Mata Hasi Devi Ji, the fifth head of the Shadani Darbar, a Sindhi spiritual seat in Raipur. (Exam tag: SSC / Railway / All exams)
  • 13. Vummidi Ethiraj, the Chennai master jeweller who helped craft the historic Sengol handed over at the 1947 transfer of power and installed in the new Parliament building in 2023, died at the age of 99. Prime Minister Narendra Modi paid tribute to his work. (Exam tag: All exams, obituary)

One more, reported but not yet confirmed by a governing body release: Arshi Gupta is being described as the youngest driver to win the Rotax MAX Challenge Mini title in 2026. Treat as (verify).

Appointments and Who's Who in the News

PersonPost
Sunil KumarChairman, ONGC (approved by ACC, three-year term from 7 December 2026, succeeding Arun Kumar Singh)
Om BirlaSpeaker, Lok Sabha (announced the 12th BRICS Parliamentary Forum)
C. P. RadhakrishnanVice-President of India (opened the Law Commission conference)
Santosh Kumar GangwarGovernor of Jharkhand (opened Swarnim Bharat Expo 2026, Ranchi)
Donald TuskPrime Minister of Poland (state visit to India, 21 to 23 October 2026)

Only the first row is a fresh appointment. The other four are names from the day's news that examiners like to pair with a post, which is exactly how a one-mark question is built.

Science and Defence

  • 14. The Army Commanders' Conference began in New Delhi, with Defence Minister Rajnath Singh set to release the Indian Army's new Land Warfare Doctrine. The conference is the Army's apex planning forum on operational readiness and modernisation. (Exam tag: All exams)
  • 15. The Ministry of Defence signed a ₹770 crore contract with Bharat Electronics Limited (BEL) for improved Low-Level Lightweight Radars for the Indian Army, a buy under the domestic procurement route. (Exam tag: All exams)
  • 16. SIMBEX-2026, the 33rd India-Singapore maritime bilateral exercise, is on at Visakhapatnam from 21 to 26 October 2026, with the harbour phase to 23 October and the sea phase in the Bay of Bengal from 24 to 26 October. The series began in 1994 as Exercise Lion King, and this edition features INS Nilgiri, INS Kamorta and Singapore's RSS Supreme. (Exam tag: All exams)

Three more defence and science lines you should carry into the exam hall. IBSAMAR IX, the India-Brazil-South Africa naval exercise, concluded at Simon's Town, South Africa on 20 October, with INS Tarkash representing India. AUSTRAHIND 2026, the 5th edition of the India-Australia joint military exercise, is underway at Thiruvananthapuram. And ISRO will launch the NVS-03 navigation satellite on a GSLV Mk II from Sriharikota on 30 October 2026, the third of the second-generation NVS series for the NavIC constellation.

On the policy side, India is moving to mandate 1% Sustainable Aviation Fuel (SAF) blending for international flights from January 2027, which would be the country's first binding SAF target.

Bihar and Jharkhand Special

This is the section that separates a BPSC or JSSC aspirant from a generic GK reader. State commissions pull from exactly this kind of news.

  • 17. Vikramshila Setu in Bhagalpur will get a Bridge Health Monitoring System (BHMS) using IoT sensors and data analytics to track stress, vibration, bending and displacement in real time, and a similar system is planned for the new four-lane bridge coming up parallel to it. The bridge is 4.7 km long, opened in 2001, connects Bhagalpur with Naugachia, and lies near the Vikramshila Gangetic Dolphin Sanctuary. (Exam tag: BPSC / BSSC / Bihar Police / BTET)
  • 18. The Directorate of Economics and Statistics, Bihar began fieldwork for the 81st round of the National Sample Survey, covering household income, expenditure, assets, investment and debt in rural and urban Bihar. The round runs until June 2027 and has two arms, the Agricultural Household Survey and the All-India Debt and Investment Survey. The NSS was set up in 1950. (Exam tag: BPSC / BSSC)
  • 19. Jharkhand Governor Santosh Kumar Gangwar inaugurated the three-day Swarnim Bharat Expo 2026 in Ranchi on 22 October, and on the same day opened the 15th All India Police Archery Championship at the Birsa Munda Athletics Stadium, Khelgaon, Ranchi, which runs to 26 October with Chief Minister Hemant Soren as chief guest at the closing. (Exam tag: JSSC / JPSC / JTET)

Two state-linked items worth a line each. Sunil Kumar, the incoming ONGC Chairman, is an alumnus of IIT (ISM) Dhanbad, which gives Jharkhand papers a ready-made question. And a decade into prohibition, Bihar is dealing with a synthetic drug problem, reported on the front page of The Indian Express on 22 October, a theme BPSC Mains essay and GS-2 governance questions have used before.

On the recruitment front, BPSC advertisement 14/2026 for 32,388 school teacher posts under Bihar's Education Department is circulating widely. The figure comes from the commission's own social media handle rather than a gazette notification, so confirm it on bpsc.bihar.gov.in before you plan around it. (verify)

Important Days

  • 20. 23 October is the International Day of the Snow Leopard, observed since the 2013 Bishkek Declaration signed by the 12 snow leopard range countries. India is one of them, and the snow leopard is the state animal of Ladakh and Himachal Pradesh. (Exam tag: All exams)

Important Days Table

DayDateTheme / Significance
International Day of the Snow Leopard23 OctoberConservation of the snow leopard and its high-altitude habitat
Mole Day23 OctoberAvogadro's number and awareness of chemistry
Kittur Rani Chennamma Birth Anniversary23 OctoberEarly armed resistance to British rule in Karnataka

ITBP Raising Day24 OctoberRaising of the Indo-Tibetan Border Police in 1962
Disarmament Week24 to 30 OctoberDisarmament and international peace and security
Global Media and Information Literacy Week24 to 31 OctoberResponsible and critical use of information

Tomorrow's cluster is heavy. 24 October alone carries United Nations Day, World Polio Day, World Development Information Day and ITBP Raising Day, plus the start of two observance weeks. Examiners love that kind of pile-up, so learn the four together rather than one at a time.

Today's 15 Objective Questions: Now a Separate Quiz

The 15 objective questions built from the facts above have moved to the ExamAtlas daily quiz, where they are timed, auto-scored and tagged to concepts, so your weak areas surface on their own instead of you guessing at them. Marking there is +1 for a correct answer and -0.25 for a wrong one, the same discipline the real paper enforces.

What the quiz pulls from this page: core sector growth, the RBI repo rate, SIMBEX and IBSAMAR, AUSTRAHIND 2026, the NVS-03 launch vehicle, India's GII 2026 rank, the Christchurch T20I margin, the Asian Para Games host city, Khilari's event, the new ONGC Chairman, Vikramshila Setu's district, the Ranchi archery venue, the 24 October day cluster and the BEL radar contract. Fifteen questions, pitched a notch harder than the real paper.

Attempt the quiz before you reread this page. Reading the same facts twice feels productive and teaches you very little. Getting one wrong once teaches you a lot.

What to Do With This

Revision beats reading. Run the quiz cold, then come back only to the facts you got wrong. Those are your real gaps, and there are usually four or five, not fifteen.

One working habit that pays off by December: keep a single notebook page per week for appointments, exercises and index ranks only. Those three categories supply a disproportionate share of one-mark questions in SSC, Railway and state commission papers, and they are the easiest to forget because nothing about them is logical. A name, a post, a number. Nothing to reason out, everything to recall.

If a fact above carries a (verify) tag, confirm it on the official portal before you write it in a mock answer. Two items today fall in that bucket: the Turkiye-Pakistan-Indonesia-Qatar defence accord and the BPSC 32,388-post teacher advertisement.
