The Disaster Management Cycle

Disaster management used to mean sending relief after the event. The modern approach treats it as a continuous cycle in which what is done before a disaster matters more than what is done after it, because prevention and preparedness save far more lives than relief ever can.

Before the Disaster

  • Prevention aims to stop a hazard from becoming a disaster, as by not allowing construction on a floodplain.
  • Mitigation reduces the severity of damage, through earthquake resistant buildings, embankments, cyclone shelters and afforestation.
  • Structural mitigation uses physical works such as dams, embankments and reinforced buildings.
  • Non structural mitigation uses land use planning, building codes, insurance, training and public awareness.
  • Preparedness means being ready to respond: early warning systems, evacuation plans, mock drills, stockpiles and trained volunteers.
  • Hazard mapping and vulnerability assessment identify which places and which people need attention first.
  • Early warning saves lives only when it actually reaches people in time and in a form they can act on.

After the Disaster

  • Response is the immediate action: search and rescue, medical care, evacuation, food, water and temporary shelter.
  • The first hours are the most critical, and local communities are always the first responders, long before outside help arrives.
  • Recovery restores services, housing and livelihoods, and it is the longest phase.
  • Build back better means rebuilding to a higher standard so that the next event causes less damage.
  • India's framework has a national disaster management authority with corresponding bodies at state and district level.
  • The national disaster response force is a specialised force trained for search, rescue and relief.
  • The school and community level is where preparedness finally has to reach, through drills, first aid training and awareness.
  • Insurance and relief funds help households and businesses recover their losses after an event.
