Development, Poverty and Human Development
Development, Poverty and Human Development
This topic gives about 2 questions and asks what development means beyond income. The Human Development Index, the way poverty is measured and the difference between growth and development are the three areas examined, and each has a precise answer.
Growth and Development
| Basis | Economic growth | Economic development |
|---|---|---|
| Meaning | Rise in output or income | Growth with better living conditions |
| Measured by | GDP, per capita income | Health, education, equality with income |
| Nature | Quantitative | Qualitative and quantitative |
| Scope | Narrower | Wider, includes growth |
Income alone is a poor measure, because averages hide distribution. Two states with the same per capita income can differ sharply in literacy, life expectancy and access to services. This is the reasoning behind every human development question in the paper.
✗ A higher per capita income always means better development | ✓ Averages hide inequality; health and education outcomes may still be poor
The Human Development Index
The HDI is published by the UNDP in the Human Development Report, first issued in 1990. It was devised by Mahbub ul Haq, working with Amartya Sen, and it combines three dimensions.
- Health — measured by life expectancy at birth.
- Education — measured by years of schooling.
- Standard of living — measured by income per head.
The HDI value lies between 0 and 1, and a higher value means better human development. The three dimensions and their two named economists are the facts most often asked, so learn them together as a block.
Poverty
Poverty in India is measured by a poverty line based on a minimum consumption expenditure, calculated separately for rural and urban areas because costs differ. The line has been revised by successive expert committees, the best known being the Tendulkar Committee.
- Poverty is highest among landless agricultural labourers and casual urban workers.
- Scheduled Caste and Scheduled Tribe households show higher poverty rates.
- Anti-poverty work runs on two lines: promoting growth and targeted programmes.
- Employment guarantee, food security and housing schemes are the main targeted instruments.
A wider view treats poverty as more than low income: landlessness, illiteracy, poor health and lack of voice are part of it. That broader definition is what connects poverty to human development, and the examiner often tests exactly that link.
Education carries unusual weight in this argument, because it raises earning capacity and health outcomes together. That is the point at which a teacher's work meets development economics directly, and it is worth being able to state in one sentence.
मानव विकास सूचकांक में तीन आयाम हैं — स्वास्थ्य, शिक्षा और आय।
TRE pointer: Learn the three HDI dimensions with their indicators and the pair of names, Mahbub ul Haq and Amartya Sen, along with UNDP and 1990. The growth-against-development table answers the conceptual questions. On poverty, be able to say why averages hide inequality and why education is treated as central to development rather than as a separate welfare item.
60-Second Recap
- Growth is a rise in output; development includes health, education and equality.
- The HDI is published by the UNDP, first in the 1990 Human Development Report.
- It was devised by Mahbub ul Haq with Amartya Sen and ranges from 0 to 1.
- Its three dimensions are life expectancy, years of schooling and income per head.
- The poverty line rests on minimum consumption, set separately for rural and urban areas.
- Poverty includes landlessness, illiteracy and poor health, not low income alone.
Frequently Asked Questions
Why is per capita income not enough to measure development?
Because an average conceals how income is distributed and says nothing about health, education or security. Two regions with the same average income can differ greatly in literacy and life expectancy, which is why the HDI adds health and education to income.
Who devised the Human Development Index?
The Pakistani economist Mahbub ul Haq, working with Amartya Sen, for the United Nations Development Programme. The first Human Development Report using it appeared in 1990, and the index has been published annually since, combining health, education and income.
How is the poverty line calculated in India?
From a minimum level of consumption expenditure needed for basic requirements, worked out separately for rural and urban areas because prices and needs differ. Expert committees, including the Tendulkar Committee, have revised the method and the resulting estimates.
How does education connect to development?
Education raises earning capacity, improves health outcomes and increases people's ability to claim entitlements, so it affects all three dimensions the HDI measures. This is why school education is treated as a development investment rather than a welfare expense.
