Human Capital and Education

Human capital is the stock of skill, knowledge, health and experience embodied in people. Human capital formation is the process of building that stock through education, training, health care and migration, so that a population becomes more productive over time.

Sources and Nature of Human Capital

  • Education is the largest source, since it raises skill, adaptability and the ability to learn further.
  • Health spending makes people fit to work and reduces days lost to illness.
  • On the job training raises the productivity of workers already employed.
  • Migration can raise human capital returns by taking a worker to where their skill earns more.
  • Information about the job market and education options helps people use their skills well.
  • Human capital differs from physical capital: it is inseparable from the person, it cannot be sold, and it grows rather than depreciates with use.

Education, Skills and Brain Drain

  • Education generates private benefit to the individual through higher earnings and social benefit to the wider society.
  • Because of that social benefit, education is treated as a responsibility of the state and not left to the market alone.
  • Right to education made elementary education a fundamental right for children of the specified age group.
  • Adult literacy programmes, midday meals and scholarships support enrolment and retention.
  • Skill development and vocational training are needed because degree education alone does not match industry requirement.
  • Brain drain is the emigration of highly skilled people, which transfers the benefit of public spending on their education abroad.
  • Higher education and research institutions build the advanced skills a growing economy needs.
