Evolution of India's Party System
India's party system has passed through three broad phases - one-party dominance by the Congress, a period of fragmentation and experiment, and the coalition era in which regional parties became decisive. The system remained competitive throughout.
The era of Congress dominance
- From the first general election of 1952 to 1967, the Congress won large majorities at the centre and in most states.
- This is called the Congress system, a phrase associated with the political scientist Rajni Kothari, who argued it was dominance within a democratic framework, not a one-party state.
- The Congress was a broad coalition in itself, containing left, right and centrist groups, and it absorbed dissent internally rather than facing it from outside.
- The opposition, though small in seats, was active and ideologically varied - socialist, communist, Swatantra and Jana Sangh - and it shaped debate more than its numbers suggest.
- Dominance rested on the legacy of the freedom struggle, an organisation reaching every district, and the absence of any comparable national alternative.

- The 1967 elections ended one-party dominance in the states and produced the first wave of coalition governments, along with widespread defection, which later led to the anti-defection law.
- The 1977 election, held after the emergency, established that the Indian voter could remove a government decisively, which is the single most important event for the credibility of Indian democracy.
The coalition era
- From 1989 no single party won a majority at the centre for a long stretch, and governments were formed by coalitions and alliances.
- The rise of regional parties was the defining change - they became necessary partners at the centre, which strengthened federal practice in ways no amendment had.
- Social cleavages gained political expression, with the greater assertion of backward classes and Dalit politics, especially after the implementation of reservations for other backward classes in 1990.
- Alliances became pre-election coalitions with common minimum programmes rather than post-election arrangements.
- Consensus grew across parties on economic liberalisation, the role of states, and social justice through reservation, narrowing ideological distance even as competition remained intense.
- The system today is best described as a multi-party system with strong regional components, in which coalition-building is a permanent feature of politics.
