Meaning and Features of Democracy
Democracy is a form of government in which the rulers are elected by the people. The word comes from the Greek demos, people, and kratia, rule. The simplest working definition is Abraham Lincoln's - government of the people, by the people, for the people.
The four essential features
- Rulers are elected by the people. A government not chosen by the people is not democratic, whatever else it does well.
- Elections must be free and fair, offering a real choice and a real chance of changing those in power.
- One person, one vote, one value. Every adult citizen has one vote, and every vote carries equal weight, regardless of wealth, caste, religion or gender.
- Rule of law and respect for rights. An elected government must work within limits set by the constitution and cannot take away citizens' basic rights.
What makes an election free and fair
- Everyone should have one vote and equal value, with no group excluded from the electorate.
- There must be a genuine choice between parties and candidates, so the ruling party can actually lose.
- The choice must be offered at regular intervals, so power is periodically renewed by consent.
- The candidate preferred by people should actually be elected and allowed to take office.
- Elections must be conducted in a free and fair manner, without intimidation, rigging or suppression of opponents.
Democracy is more than elections
- Some countries hold elections that do not make them democratic. One-party systems allow no genuine competition; in others, the opposition is not allowed to campaign freely.
- A rule that elections must be held is meaningless if the results are predetermined or if independent candidates are barred.
- Military rule and monarchy, even when they claim to act for the people's welfare, are not democracies because the rulers are not chosen by the people.
- Democracy is also a principle of social life - Ambedkar spoke of political democracy needing the support of social and economic democracy, that is, liberty, equality and fraternity in society itself.
