Executive and Judiciary
The President is the constitutional head of the executive, elected by an electoral college of elected members of Parliament and of state legislative assemblies. Real executive power rests with the Council of Ministers headed by the Prime Minister, which is collectively responsible to the Lok Sabha.

Prime Minister and Council of Ministers
The Prime Minister is appointed by the President under Article 75, and other ministers are appointed on the Prime Minister's advice. The Council of Ministers is collectively responsible to the Lok Sabha, which is the core of the parliamentary system.

Emergency provisions
Three kinds of emergency are provided for. A national emergency under Article 352 may be declared on grounds of war, external aggression or armed rebellion. President's rule under Article 356 applies when the government of a state cannot be carried on in accordance with the Constitution. A financial emergency under Article 360 may be declared if the financial stability of India is threatened and has never been used. The 44th Amendment of 1978 replaced the earlier ground of internal disturbance with armed rebellion, which is a frequently asked point of detail.
