The Adivasi Mahasabha

The Adivasi Mahasabha, formed in 1938, brought the scattered tribal associations of Chotanagpur onto one platform. Under Jaipal Singh Munda from 1939 it turned the movement's demand from welfare and representation into a demand for a separate province.

Formed — 1938 | First president — Theodore Surin | President from 1939 — Jaipal Singh Munda

What changed under Jaipal Singh

  • The demand sharpened from welfare to a separate Jharkhand province
  • Jaipal Singh's national profile gave the demand visibility outside the region

1940sDemand for a separate province is pressed openly
1949 to 1950Reorganised as the Jharkhand Party

Its limits

  • The word adivasi in its name limited its appeal to non-tribal residents of the region
  • The region's Sadan and other communities also wanted separation but felt excluded
  • This is exactly the problem the Jharkhand Party tried to fix by changing the name
  • Colonial priorities in the 1940s were national, not regional, so the demand went unheard
  • Still, it created a single political identity where earlier there had been many associations

Names and years to lock in

  • 1938 — Adivasi Mahasabha formed
  • Theodore Surin — first president
  • Jaipal Singh Munda — president from 1939
  • 1949-50 — becomes the Jharkhand Party
  • Separate province — the demand this body first pressed

The province the Mahasabha asked for

  • The proposed unit covered the Chotanagpur and Santhal Pargana divisions of Bihar
  • Some proposals added adjoining tribal tracts of Odisha, Bengal and Madhya Pradesh
  • The argument was distinct culture, distinct economy and distinct grievance
  • Supporters pointed out that mineral wealth left the region while poverty stayed
  • Opponents argued that the region was not viable and that the demand was communal
  • The same map and the same arguments returned in the 1990s statehood debate

How it worked on the ground

  • Annual sessions drew large tribal gatherings and passed political resolutions
  • Local branches took up land and forest grievances alongside the political demand
  • Election contests gave the movement its first taste of representative politics
  • Leaders used both English memoranda and mass meetings in local languages
  • The organisation trained the leadership that later ran the Jharkhand Party

आदिवासी महासभा (1938) झारखंड आंदोलन का पहला संगठन है जिसने खुलकर अलग प्रांत की मांग रखी। इसी के नाम में 'आदिवासी' शब्द बाद में सीमा बन गया।
