Legislative Assembly and Governor

Jharkhand has a unicameral legislature of 81 seats and a Governor appointed by the President. The Governor's role is larger here than in most states because the Fifth Schedule gives special powers over Scheduled Areas.

Vidhan Sabha — 81 seats | ST reserved 28, SC reserved 9 | No Legislative Council

The Vidhan Sabha

  • 81 seats, elected for a normal term of five yearsबार-बार पूछा जाता है
  • Reserved seats — 28 for Scheduled Tribes and 9 for Scheduled Castes
  • The house is unicameral — Jharkhand has no Vidhan Parishad
  • It is presided over by the Speaker, assisted by the Deputy Speaker
  • Sittings are usually at Ranchi, and in some years a session is held at Dumka
  • Jharkhand sends 14 members to the Lok Sabha and 6 to the Rajya Sabha

The Governor

  • Appointed by the President of India and holds office during the President's pleasure
  • Head of the state executive; all executive action runs in the Governor's name
  • Appoints the Chief Minister and, on the CM's advice, other ministers
  • Summons, prorogues and can dissolve the Vidhan Sabha
  • Gives assent to bills, may withhold assent, or reserve a bill for the President
  • Appoints the Advocate General and members of state commissions

Special powers over Scheduled Areas

  • Under the Fifth Schedule, the Governor has a special role in Scheduled Areas
  • The Governor may direct that a law of Parliament or the state legislature shall not apply there, or shall apply with modifications
  • The Governor may make regulations for peace and good government in those areas
  • Such regulations can restrict transfer of land and regulate money lending
  • The Governor sends an annual report on Scheduled Areas to the President
  • The Tribes Advisory Council works under this same constitutional scheme
