Foundational Stage (5+3+3+4)
Foundational Stage (5+3+3+4)
NEP 2020 replaced the 10+2 school structure with a 5+3+3+4 design based on how children actually develop. The first five years, ages 3 to 8, form the Foundational Stage — three years of pre-school plus Classes 1 and 2 — and it is the stage a CTET Paper 1 candidate must know in full.
The four stages
| Stage | Years | Ages | Classes |
|---|---|---|---|
| Foundational | 5 | 3-8 | 3 years pre-school or Bal Vatika + Classes 1-2 |
| Preparatory | 3 | 8-11 | Classes 3-5 |
| Middle | 3 | 11-14 | Classes 6-8 |
| Secondary | 4 | 14-18 | Classes 9-12 |
A CTET Paper 1 teacher works across the Foundational and Preparatory stages, since Classes 1-5 straddle both. This is why the paper mixes play-based pedagogy with early formal learning.
What the Foundational Stage looks like
- Pedagogy is play-based, activity-based and discovery-based — songs, stories, rhymes, art, puppets, games and free play, not worksheets.
- The focus is foundational literacy and numeracy above everything else.
- Learning is in the child's home language, with rich oral language work before formal reading.
- Assessment is by observation of the child at work, not by written tests.
- Anganwadis, pre-schools and Bal Vatikas are brought under one curricular framework with Classes 1-2.
The Preparatory Stage
Classes 3 to 5 shift gently from play to more structured learning while keeping activity, discovery and interaction at the centre. Reading and writing move from decoding to comprehension, and subjects such as mathematics, science, art and social studies begin to take shape — but through experiment and discussion rather than lecture.
What changes for a Class 1-5 teacher
Three things change in practice. Class 1 no longer begins with the alphabet on day one, because three preparatory years are assumed before it. The break between pre-school and Class 1 is meant to disappear, so a Class 1 teacher must know play-based methods. And Classes 3 to 5, being a stage of their own, are expected to build comprehension and reasoning rather than only fluency in reading and computation.
Why the structure was changed
The old 10+2 began formal schooling at six and left the crucial 3-6 age band outside the system, although the brain develops fastest before eight. By bringing ages 3-8 into a single foundational block, the policy attempts to fix low reading and arithmetic levels at their source.
✗ The Foundational Stage covers Classes 1 to 5. | ✓ It covers ages 3-8, that is three years of pre-school plus Classes 1 and 2 only.
संकेत: 5+3+3+4 = आधारभूत (3-8 वर्ष), प्रारंभिक (8-11), मध्य (11-14), माध्यमिक (14-18)।
This is the single most asked NEP item in Paper 1, appearing almost every cycle. Fix both the years and the ages, because the options change one of them. Two traps repeat: giving the Foundational Stage as Classes 1-5, and giving the Preparatory Stage as Classes 6-8. Remember that Classes 1-5, the classes a Paper 1 candidate will teach, fall across the Foundational and Preparatory stages, and that the Foundational Stage is the only one that includes pre-school years.
Frequently asked questions
What is the 5+3+3+4 structure of NEP 2020?
Five years of Foundational Stage for ages 3 to 8, three years Preparatory for ages 8 to 11 covering Classes 3 to 5, three years Middle for ages 11 to 14 covering Classes 6 to 8, and four years Secondary for ages 14 to 18 covering Classes 9 to 12.
Which classes fall in the Foundational Stage?
Three years of pre-school, Anganwadi or Bal Vatika, followed by Classes 1 and 2. It spans ages three to eight and is the only stage that formally includes pre-primary years within school education.

Play-based, activity-based and discovery-based teaching through stories, songs, rhymes, art and games in the child's home language, with the central aim of foundational literacy and numeracy and assessment by observation.
