Administrative Structure and Divisions
Administrative Structure and Divisions
Jharkhand's 24 districts are grouped into 5 divisions and 45 subdivisions. A Divisional Commissioner heads a division, a Deputy Commissioner heads a district, and the whole structure sits under the Chief Secretary at the state level.

Division-level facts that get asked
- North Chotanagpur has the most districts (7) of any divisionबार-बार पूछा जाता है
- Palamu and Kolhan have the fewest (3 each)
- Palamu division headquarters is at Medininagar, the town formerly called Daltonganj
- Kolhan division headquarters is Chaibasa, not Jamshedpur — a standard trap
- Santhal Pargana division headquarters Dumka is also the state's sub-capital
- Only Ranchi is both a division headquarters and the state capital
The chain of administration
- State level — Governor, Chief Minister and Council of Ministers, Chief Secretary as head of services
- Division — headed by a Divisional Commissioner
- District — headed by a Deputy Commissioner (DC), who is also District Magistrate and Collector
- Subdivision — headed by a Sub-Divisional Officer (SDO)
- Block — headed by a Block Development Officer (BDO)
- Anchal — revenue circle headed by a Circle Officer (CO)
Parallel structures to remember
- Police — state headed by the DGP; district headed by an SP (SSP in larger districts)
- Judiciary — Jharkhand High Court, Ranchi, set up when the state was formed in 2000
- Development — three-tier Panchayati Raj: Gram Panchayat, Panchayat Samiti, Zila Parishad
- Urban — Municipal Corporations, Municipal Councils and Nagar Panchayats
- Scheduled Areas of the state run additionally under the Fifth Schedule and PESA
Why the division map matters
- Divisions are the unit for commissioner-level appeals in revenue and land matters
- Many state recruitment and posting rosters are organised division-wise
- Santhal Pargana has its own tenancy law (SPT Act, 1949), so the division boundary carries legal weight
- Kolhan carries the Wilkinson's Rule legacy in tribal self-governance questions
- Development indicators are commonly reported division-wise in state economic surveys
Four units that sound alike
| Unit | Hindi term | Head | What it does |
|---|---|---|---|
| Division | Prakshetra / Mandal | Commissioner | Groups districts, hears revenue appeals |
| Subdivision | Anumandal | SDO | Law and order plus magistracy below the district |
| Block | Prakhand | BDO | Rural development and scheme delivery |
| Circle | Anchal | Circle Officer | Land records, mutation, revenue collection |
- Anumandal and prakhand are not the same — a subdivision contains several blocks
- Anchal is a revenue unit, while a prakhand is a development unit; they often share the same map but not the same work
- Land mutation and jamabandi questions belong to the Circle Officer, not the BDO
- A candidate who mixes SDO with BDO loses easy administration marks in every state paper
प्रमंडल (Division) का प्रमुख आयुक्त (Commissioner) होता है और जिले का प्रमुख उपायुक्त (Deputy Commissioner) होता है, जो जिला दंडाधिकारी और समाहर्ता भी कहलाता है।
Memory hook — Paanch prakshetra ka jod — Pa-Ko-Sa-Utt-Dak: Palamu, Kolhan, Santhal Pargana, Uttari Chotanagpur, Dakshini Chotanagpur. District count ka kram yaad rakho — 7, 6, 5, 3, 3.
Yahan confuse hote hain — Division HQ aur bade sheher alag hote hain.
✗ Kolhan division HQ — Jamshedpur | ✓ Kolhan division HQ — Chaibasa
✗ Palamu division HQ — Palamu town | ✓ Palamu division HQ — Medininagar (Daltonganj)
Exam pointer — JPSC me division-district matching aur commissioner/DC ke adhikaar par question aata hai, aksar Fifth Schedule ke saath jod kar. JSSC CGL aur JTGLCCE me seedha 'kaunsa jila kis prakshetra me' — ye har paper me aata hai, isliye 24 jilon ka division-wise batwara ratna hi padega.
