CCE

Continuous and Comprehensive Evaluation is a school-based system that assesses a child regularly through the year and across both scholastic and co-scholastic areas. Continuous means throughout, not once; comprehensive means the whole child, not only the subjects.

The two words carry the whole idea

• Scholastic areas — the subjects: language, mathematics, environmental studies.
• Co-scholastic areas — health and physical education, art, work education, attitudes and values, life skills.

Where it comes from

CCE has a legal base. Section 29(2)(h) of the RTE Act, 2009 requires that a child's understanding be assessed through comprehensive and continuous evaluation, and the same section bars any board examination up to elementary level. NCF 2005 had already argued for shifting assessment away from a single annual examination.

The RTE Act also barred detention up to Class 8. The RTE (Amendment) Act, 2019 modified this: a state may now hold back a child in Class 5 or Class 8 after a regular examination, but only after giving additional instruction and a re-examination opportunity within two months. Under NEP 2020 the assessment reform continues through holistic progress cards and the PARAKH body set up as a national assessment centre.

Tools and techniques

• Observation with anecdotal records and a checklist for behaviour and participation.
• Oral work — questions, recitation, explanation, group discussion.
• Written work — class work, assignments, unit tests, open-book tasks.
• Practical and project work — surveys, collections, models, field visits.
• Portfolio — a dated collection of the child's own work showing progress.
• Peer and self-assessment against a simple, known standard.

Why CCE was criticised

In practice CCE often turned into constant paperwork, with teachers filling registers instead of teaching, and grades given without any change in instruction. The failure was in implementation, not in the idea: continuous assessment that does not feed back into teaching is merely continuous testing.
