Where the money comes from

  • The state's own tax revenue — GST, excise, stamp duty, vehicle tax
  • The state's own non-tax revenue — mainly mining royalty and cess
  • Share in central taxes under the Finance Commission formula
  • Grants-in-aid from the Union Government for schemes and specific purposes
  • Borrowing, which is capped by the fiscal responsibility framework
  • Mining royalty makes state revenue sensitive to commodity price cycles

Where the money goes

  • Welfare transfers, including pensions and women's income support schemes
  • Education, health and nutrition — the largest social sector heads
  • Rural development, roads, irrigation and drinking water
  • Salaries, pensions and interest payments as committed expenditure
  • Capital outlay for infrastructure, which competes with welfare spending

The structural problem

  • Revenue depends heavily on mining and on central transfers
  • A large share of spending is committed, leaving little room for new capital work
  • The state has repeatedly raised the issue of pending dues from the Centre
  • Low own-tax buoyancy limits how fast the state can expand its own resources
  • Fiscal discipline is measured against the fiscal responsibility law's targets

Structure of the state economy

  • Primary sector — agriculture, forestry and mining; mining gives the largest value here
  • Secondary sector — steel, sponge iron, cement, engineering and power
  • Tertiary sector — trade, transport, administration and services, the fastest growing part
  • The state is unusual because mining sits inside the primary sector but behaves like industry
  • Per capita income remains below the national average despite the mineral base
