National Income and Budget

GDP measures output produced within a country's borders, while GNP adds net income earned abroad by residents. Subtracting depreciation from GNP gives NNP. In the budget, the fiscal deficit is total expenditure minus total receipts excluding borrowings, which is the most asked definition.

The Union Budget

The budget is presented as the Annual Financial Statement under Article 112. It is divided into the revenue budget and the capital budget. India's first budget after independence was presented by R.K. Shanmukham Chetty in 1947.

The three deficits

  • Revenue deficit: revenue expenditure minus revenue receipts.
  • Fiscal deficit: total expenditure minus total receipts other than borrowings.
  • Primary deficit: fiscal deficit minus interest payments.

Primary deficit = fiscal deficit - interest payments

The Fiscal Responsibility and Budget Management Act, passed in 2003, sets the framework for limiting these deficits.

Revenue and capital accounts

Revenue receipts are those that neither create a liability nor reduce an asset, such as tax collections. Capital receipts either create a liability, such as borrowing, or reduce an asset, such as disinvestment proceeds. On the spending side, revenue expenditure covers salaries, subsidies and interest, which do not create assets, while capital expenditure covers roads, buildings and equipment, which do. Questions from this part usually ask whether a named item belongs to the revenue or the capital account, so learning the test, whether an asset or a liability is affected, is more useful than memorising lists of examples.
